The articles talks of sending twin robotic on a mission to collect and return moon rocks from the South pole Aitken basin. The article further states that a 1.2 million will be paid for a seven month detailed implementation feasibility study.
I would say it is feasible first off and save the 1.2 million for next stage of craft design.
